
When it was operational, this beacon used to guide ships into Port Phillip Bay. However, it couldn't do it on its own.
In fact, right down the bottom, centre of the picture, you will see another white beacon in the distance. Ships needed to align the two of them to work out where to go.
Having a strategy without alignment and the ability to see how everything fits together, is like having a single beacon. Everyone can see it and you can point to it, but it doesn't get the job done.
